    • September 12, 2018, Forward Pinellas Board meeting, 1 p.m., 315 Court Street:
      • Proposed Amendment to the Transportation Improvement Program (TIP) – The Annual Roll-Forward Amendment to the adopted TIP reconciles year one of the TIP with the FDOT Work Program. This is a routine annual process to assist Forward Pinellas in identifying projects that were not committed in the previous Fiscal Year (2017/18) and have automatically rolled into FY 2018/19 of the FDOT Work Program. This amendment ensures that year one of the FY 2018/19 – 2022/23 TIP, adopted by the Board on June 13, 2018, matches year one of the FDOT Work Program.
      • Annual Adoption of Priorities – Forward Pinellas adopts project priority lists on an annual basis for the allocation of federal funding. These include the Multimodal Transportation Priority Projects List and Transportation Alternatives (TA) Program Priority List. Forward Pinellas also adopts the Transportation Management Area (TMA) priority lists, as endorsed by the TMA Leadership Group. The approved priority lists are used by the Florida Department of Transportation (FDOT) in the development of its Five Year Work Program.
      • Land Use Amendments to the Countywide Plan: 
        • Case CW 18-19 – This proposed amendment is submitted by the City of St. Petersburg and seeks to amend a site totaling approximately 1.5 acres from Residential Medium to Multimodal Corridor. The subject property includes an existing fitness club with surface parking. The applicant is proposing to replace the existing fitness club with a modernized fitness club and structured parking. Structured parking is not an allowable use on the portion of the subject property that is designated Residential Medium. If approved, this amendment will be consistent with the City of St. Petersburg’s Comprehensive Plan.
        • Case CW 18-20 – This proposed amendment is submitted by the City of Clearwater and seeks to amend a site totaling approximately 0.4 acres from Activity Center to Activity Center. The City of Clearwater proposes to amend the Clearwater Downtown Redevelopment Plan governing the Activity Center to change the local land use designation of a parcel from Commercial General to Central Business District, to be consistent with the remainder of the properties in the Prospect Lake Character District. The subject property lies within the Prospect Lake Character District of the Clearwater Downtown Redevelopment Plan. This parcel is currently a veterinary office and was accidentally not advertised within Ordinance 9143-18 which amended all other properties on the local map in the district to Central Business District. This amendment will correct that oversight and is being acted upon by Forward Pinellas and the Countywide Planning Authority because of the resulting effects on density, intensity, and uses within the Activity Center. If approved, this amendment will be consistent with the City of Clearwater’s Comprehensive Plan.
        • Case CW 18-21 – This proposed amendment is submitted by the City of Clearwater and seeks to amend a site totaling approximately 9.2 acres of a 24.46-acre parcel from Public/Semi-Public and Preservation to Residential Low Medium and Public/Semi-Public. Currently, the subject property is occupied by two single-family homes and surrounds a 4.8-acre pond providing stormwater storage and treatment for the neighborhood to the south through drainage easements. The applicant has submitted a petition to annex into the City of Clearwater as required in order to connect to city utility service when the site redevelops in the future. If approved, this amendment will be consistent with the City of Clearwater’s Comprehensive Plan.
