Forward Pinellas as the unified MPO/PPC has been tasked by a special act of the state legislature to coordinate transportation and land use planning in Pinellas County. One way to strengthen this coordination is to incentivize transportation investments so they serve as a catalyst for transformative redevelopment, particularly through the implementation of  “Complete Streets” projects. 

Complete Streets are designed, operated and maintained for all users, regardless of age or ability, based on the context of the roadway and its surrounding area. Through collaboration with its committees and board, Forward Pinellas has developed an incentive program to assist local governments in planning, designing and constructing Complete Streets projects.

The Forward Pinellas Complete Streets Program provides competitive funding for both the planning and construction of complete streets projects countywide.

2023 Complete Streets Program

To continue the momentum of implementing complete streets throughout Pinellas County, Forward Pinellas conducted an eighth round of funding for Complete Streets concept plans and construction projects. In July 2023, a call for projects was sent out to the local governments of Pinellas County asking for applications to request funding for complete street projects. A committee of technical staff from local government agencies reviewed applications received and made a recommendation to the Forward Pinellas board to fund one or more of the applications received. Up to $100,000 was available for the development of concept plans and up to $1.5 million for construction projects.

Three applications were received for the 2023 Complete Streets Program. At their January 2024 meeting, the Forward Pinellas Board awarded $100,000 to the City of St. Petersburg for the 31st Street Planning Study and added St. Petersburg’s Grand Central District Curb Extensions construction project to the Forward Pinellas multimodal priority project list for funding.

 

Applications received for the 2023 Complete Streets Program were as follows:

Concept Planning Applications:

Pinellas County requests $95,000 for the Downtown Palm Harbor West Florida Avenue Corridor Enhancement and Parking Project

City of St. Petersburg requests $100,000 for the 31st Street Planning Study

Construction Applications:

City of St. Petersburg requests $1,500,000 for the Grand Central District Curb Extensions

 


2022 Complete Streets Program

Four applications were received for the 2022 Complete Streets Program. The Forward Pinellas Board awarded funding in March 2023. The City of Largo received $65,000 for the Clearwater-Largo Road Multimodal Safety Improvements Project and the City of Pinellas Park received $37,500 for the 60th Street North Complete Street Concept Plan Project. The construction project requested for the City of St. Petersburg has been prioritized for funding at a later date.

City of Largo requests $75,000 for Clearwater-Largo Road Multimodal Safety Improvements

City of Pinellas Park requests $60,000 for 60th Street North Complete Street Concept Plan

City of St. Petersburg requests $100,000 for Southern Skyway Marina District Complete Streets Concept Planning

Construction Planning Applications:

City of St. Petersburg requests $460,755 for 1st Avenue South Bikeway Improvements

 


2021 Complete Streets Program

Five applications were received for the 2021 Complete Streets Program. The Forward Pinellas board awarded funding at its April 2022 meeting. The City of St. Pete Beach received $65,000 for its Downtown Redevelopment District Complete Streets Network Project, Pinellas County received $35,000 for its Whitney Road Complete Streets Planning Project, and Pinellas County’s 62nd Avenue North Complete Streets Project was added to the Forward Pinellas priority list for funding.

Concept Planning Applications:

City of St. Pete Beach requests $70,000 for the Downtown Redevelopment District Complete Streets Network Project

Pinellas County Housing and Development requests $50,000 for the Whitney Road Complete Streets Planning Project.

City of St. Petersburg requests $100,000 for the Southern Skyway Marina District Complete Streets Concept Project.

Construction Planning Applications:

Pinellas County Public Works requests $966,000 for the 62nd Ave North Complete Streets Construction Project.

City of St. Petersburg requests $1,000,000 for the 5th Avenue South Complete Streets Construction Project.

 


2020 Complete Streets Program

Three applications were received for the 2020 Complete Streets Program. The Forward Pinellas Board awarded funding at its March 2021 meeting.  Specifically, the City of Tarpon Springs had its $100,000 concept plan awarded.  The City of St. Petersburg’s 22nd Street South complete streets project was added to the Forward Pinellas priority list for funding.

City of Tarpon Springs requests $100,000 for Disston Avenue

Construction Applications:

2019 Complete Streets Program

Seven applications were received for the 2019 Complete Streets Program.  The City of Pinellas Park had its $100,000 concept plan awarded.  The City of Dunedin’s complete streets project was added to the Forward Pinellas priority list for funding.

2018 Complete Streets Program

Five applications were received for the 2018 Complete Streets Program. The City of Clearwater had its $50,000 concept plan awarded, and the City of St. Petersburg also received $50,000 toward its concept plan.  The City of St. Petersburg’s complete streets project for 22nd Street South in the Deuces Live area was added to the Forward Pinellas priority list for funding.

2017 Complete Streets Program

Four applications were received for the 2017 Complete Streets Program. The Forward Pinellas Board recommended advancing both construction applications to be added to the priority list for funding, with the Oldsmar project prioritized above the Largo project, and the Dunedin project receiving concept plan funding.

 


2016 Complete Streets Program

In the 2016 inaugural funding program, the successful applications that were awarded funding in March 2017 are listed below.

 

West Bay Drive Pilot Project

Forward Pinellas conducted a Complete Streets pilot project that proposed concepts for West Bay Drive between Clearwater-Largo Road and the Belleair Causeway Bridge. The final report can be viewed here.
