Efforts to shape the future of a redeveloping Pinellas County are guided by the framework of Pinellas By Design and the Countywide Plan, which seeks to strengthen our districts, centers, and corridors through an approach that emphasizes a holistic planning process.

With this goal in mind, Forward Pinellas has created the Planning & Place-Making Grant as a pilot program to assist local governments in their work to maintain and/or strengthen the character of Pinellas County’s many distinct communities. The program can help local governments by funding activities and initiatives that help to establish or reinforce a sense of place and advance the Planning & Urban Design Principles of the Countywide Plan.

Call For Projects – FY 2020

Forward Pinellas issued a call for projects to solicit applications for activities that meet the goals discussed above. The application document is now available for download. The Program Guidelines describe the details of the program and criteria for projects (a brief summary is below). Applications were due to rschatman@forwardpinellas.org by 5 p.m. December 13, 2019.

Two applications were received:

  • City of Pinellas Park is requesting $100,000 to prepare a master plan and construction documents for the City Center District to implement the vision as outlined in the Pinellas Park CRA Conceptual Master Plan
  • City of St. Petersburg is requesting $100,000 to develop two Demonstration and Pilot Project Policy guides. The first guide would include processes and standards specific to the City of St. Petersburg that would streamline the process for developing a citizen-driven pilot project consistent with local engineering design standards and code requirements. The second guide would contain typical processes and best-practices for improving public spaces.

 


FY 2019 Awards

In the 2019 awards program, the City of Largo received $50,000, the City of Oldsmar received $25,000, and the City of Tarpon Springs received $25,000.

Four applications were received:

  • City of Largo is requesting $50,000 to prepare a Special Area Plan for the US 19 and Roosevelt Blvd./East Bay Drive area
  • City of Oldsmar is requesting $25,000 to fund a feasibility study for the “Top of the Bay Innovation Center”
  • City of St. Petersburg is requesting $50,000 to update the Downtown Center Streetscape Standards
  • City of Tarpon Springs is requesting $50,000 to develop an economic profile/market analysis of the Sponge Docks and Community Redevelopment Area Activity Center and identify a highest and best use redevelopment scenario for a city-owned distressed property

 


FY 2018 Awards

In the pilot program in 2018, $25,000 was awarded to the City of St. Petersburg, and $25,000 was awarded to Pinellas County.

Four applications were received for the pilot program:

  • Pinellas County requested $50,000 to develop an Alternative Regulating Plan for Downtown
    Palm Harbor
  • St. Petersburg requested $25,000 to develop graphic illustrations of 9 “missing middle”
    housing typologies and another $25,000 to conduct an analysis on current lending practices and
    how they relate to the challenges of financing “missing middle” housing typologies.
  • St. Pete Beach requested $37,500 to conduct phase one of the St. Pete Beach Identity Project
    (planning, engineering, fabrication and installation of 3 monument signs at all City entrances)
  • Tarpon Springs requested $50,000 to conduct a professional market analysis of the Sponge
    Docks and Community Redevelopment Area Activity Center

Summary of Guidelines

Who Can Apply?

Planning & Place-Making Grants are awarded on a competitive basis. Pinellas County local governments are the only eligible recipients of these funds. Non-profit and community-based organizations may be partners with local governments but cannot apply directly for the funds. Grant recipients will be required to execute an interlocal agreement with Forward Pinellas to access the funds.

How Much Funding is Available?

There is $50,000 in Forward Pinellas funds available for this pilot program. Requested grants should be in the range of $25,000 to $50,000 per application. While a local match is strongly encouraged, none is required.

Eligible Activities

Program activities eligible for funding include initiatives that will stimulate needed changes to the built environment in Pinellas County. Forward Pinellas is looking for applications that are innovative, give consideration to the linkage between transportation and land use, contribute to an area’s sense of place, are located in underserved areas (i.e., Community Redevelopment Areas), and/or are part of a community’s broader revitalization and redevelopment efforts or vision.

Activity Centers and Multimodal Corridors

It is strongly encouraged that applications funded by the Planning & Place-Making Grant Pilot Program be located in Activity Centers or along Multimodal Corridors as identified on the Transit-Oriented Land Use Vision Map. A special exception may be made for applications that advance the Planning & Urban Design Principles but are not located in an Activity Center or along a Multimodal Corridor.

How Will Projects Be Evaluated?

The primary goal of the Planning & Place-Making Grant Program is to help local governments codify the strategies that implement the Planning & Urban Design Principles of the Countywide Plan. A detailed list of project evaluation criteria is available in the program guidelines.
