OVERVIEW
South Focus Area
This segment is a six (6) lane divided roadway with a posted speed limit of 40 MPH and runs through the Lealman Community.
North Focus Area
This segment is a six (6) lane divided roadway with a posted speed limit of 45 MPH. The Pinellas County Circuit Court, County Jail, and Safe Harbor Homeless Shelter are all located within this segment. The St. Pete-Clearwater International Airport is located just northeast of Roosevelt Boulevard.
CRASH DATA
- 858 collisions were reported
- There was 10 fatalities and 37 severe injuries
- 49 crashes involved a bicyclist or pedestrian

- Access Management Issues – Median and Driveway
- Bike-Ped Accommodation / Distance Between Signalized Crossings
- 58th Ave N – Flashing Red Signal – Turning Movement Not Protected
North Focus Area
- Vehicle Speed. 85th Percentile Traveling 5+ MPH Over Posted Speed
- Large Number of Transit Riders, Pedestrians, and Bicyclists
- Ulmerton Road – Bicyclist and Pedestrian Visibility
PROPOSED COUNTERMEASURES/SOLUTIONS
A total of 80 safety countermeasures were identified for consideration including:
- 8 Corridor-wide Improvements
- 42 Improvements in the South Focus Area
- 30 Improvements in the North Focus Area
They address topics such as:
- Lighting
- Access Management (Median restrictions, driveway access adjustments)
- Traffic Control (added signal, signal timing, signage, protect left turns, reflective backplates)
- Roadway (include the addition/extension of turn lanes, bus pullouts, relocate stop bars)
- Stormwater Drainage
- Bicyclist and Pedestrians (added crosswalks, mid-block crossings, ADA improvements
- Maintenance (landscaping, sidewalks, pavement markings)
