In its role as the Pinellas Planning Council, Forward Pinellas is governed by a special act of the State Legislature (Chapter 2012-245, Laws of Florida) and the Pinellas County Charter. The special act defines the PPC’s membership, administrative structure, and role in preparing and administering the countywide comprehensive plan. Following the February 2026 Pinellas County Board of County Commissioner’s Strategic Planning Session, the Forward Pinellas board established a subcommittee to recommend reforms to the responsibilities of the PPC as outlined in the special act.
The Special Act Review Subcommittee will explore how the PPC can better align its responsibilities with the county’s evolving needs. A draft set of recommended changes, along with draft legislative language, will be developed for the Forward Pinellas Board and the Board of County Commissioners’ consideration. These recommendations will strengthen the PPC’s strategic purpose, streamline its governance framework, and support more service-oriented countywide planning—ultimately laying the groundwork for potential legislative action and improved collaboration among local governments. The subcommittee will meet monthly from April to September 2026.
