The 2027-2031 Transportation Improvement Program (TIP)
Forward Pinellas adopts a Transportation Improvement Program (TIP) annually to ensure that the county is eligible to receive state and federal funding for transportation projects. Examples of the types of projects in the TIP include: new construction, reconstruction, capital purchases, and maintenance work associated with roads, sidewalks, trails, transit services, airports, and the port, and the Transportation Disadvantaged Program.
The TIP includes projects listed in the Florida Department of Transportation’s (FDOT) 5 Year Work Program. Of these, 12 projects are new, 33 projects have significant funding, phase, or construction changes, and 16 projects remain unchanged, and several major accomplishments were achieved since last year.
The final 2027-2031 TIP was approved by the Forward Pinellas Board at the June 8, 2026 Board Meeting. Read on for an overview of included projects in the latest TIP.

Howard Frankland Bridge Shared Use Path
A major milestone was achieved with the opening of the new shared-use path connecting Pinellas and Hillsborough counties.
Pinellas County Sidewalk Gap Program Phases 3 & 4
Sidewalk gap projects improved pedestrian connectivity and accessibility by filling missing sidewalk segments throughout Pinellas County, helping close gaps in the pedestrian network and improve access to schools, transit stops, and community destinations.

Gandy Boulevard Resurfacing & Widening
Resurfacing and widening improvements along Gandy Boulevard will improve pavement conditions, traffic flow, and regional connectivity.
66th Street North Resurfacing
Two resurfacing projects along 66th Street North will improve pavement conditions and help preserve one of Pinellas County’s key north-south corridors.

Forest Lakes Boulevard Widening
Improvements will widen the roadway from two to four lanes and add a shared-use trail to improve safety and mobility.
Howard Frankland Bridge Replacement
Project continues construction of new bridge facilities, additional lanes, and regional transportation improvements, including the recently opened shared-use path.
I-275 Express Lanes
Project will improve corridor reliability and regional mobility by adding managed lanes through one of Pinellas County’s busiest travel corridors.
Pinellas Trail Loop
Pinellas Trail Loop segments continue to expand the countywide trail network and improve connections between communities, parks, and destinations.
Salt Creek Trail Extension
The Salt Creek Trail Extension will expand bicycle and pedestrian access in south St. Petersburg while improving neighborhood connectivity.
Central Avenue Separated Bike Lane
The project will add a separated bicycle lane and streetscape improvements along Central Avenue, enhancing multimodal mobility and safety for all users.
Pinellas Trail Neighborhood Connections
New trail connection projects will improve access to the Pinellas Trail from surrounding neighborhoods and activity centers.
