Project Background
The City of Indian Rocks Beach engaged Forward Pinellas in 2024 to assist with the development of potential mixed-use land use regulations within their zoning districts. In 2020, the City engaged Forward Pinellas for a Gulf Blvd Visioning Study to develop a vision and guiding principles for development along Gulf Blvd. A key recommendation from this plan was to explore the adoption of mixed-use regulations within the City’s Business district to spur economic development.
Throughout this project, Forward Pinellas has engaged the City’s Planning & Zoning Board and Commission in workshops to present potential options for mixed-use regulations through various scenarios.
To present these options, Forward Pinellas has:
- Conducted scenario analysis and planning on existing City properties to demonstrate local impact and considerations
- Developed 3D visualizations to depict the visual impacts of potential redevelopment under proposed regulations, including demonstrating development parameters and site constraints
- Conducted financial feasibility analyses to demonstrate the market-feasibility of proposed regulations given existing economic and market conditions
