Project Background
In 2024, the City of South Pasadena engaged Forward Pinellas in a technical assistance project to update regulations for their commercial core along Pasadena Avenue and Gulfport Boulevard. The City of South Pasadena was a partner community in the SunRunner Rising Development Study and has two SunRunner stations on Pasadena Avenue. The SunRunner Rising Development Study included land development regulations recommendations to enhance the connectivity and walkability of the commercial core.
Following implementation of the City’s SunRunner stations, the City Commission sought Forward Pinellas’s assistance in updating the City’s land development regulations to enhance economic opportunity in the commercial core of the city.
Community Outreach
In March 2026, Forward Pinellas staff conducted a community workshop, providing a presentation to South Pasadena residents and businessowners to inform them of the project and to get the community’s feedback on the desired vision and changes for the city’s commercial core. Residents had the opportunity to engage with hands-on boards and could also provide comment cards to express their feedback.

- Conducted Commission workshops to determine the desired vision and goals for the City’s commercial core
- Conducted a walking audit of the city’s commercial core to understand existing conditions
- Community workshop with residents and businessowners to get feedback on desired vision.
Next Steps
- Provide regulations recommendations based on Commission and community feedback
- Assist the City with the regulations adoption process, should the City choose to adopt the proposed regulations
