As demand for artificial intelligence (AI), cloud computing, and digital infrastructure continues to grow, local governments across Florida are beginning to evaluate how data centers should be addressed through land use planning and development regulations. While Pinellas County has experienced limited interest in standalone data center development to date, recent proposals and discussions throughout the region have highlighted the need for a coordinated countywide conversation regarding this emerging land use.
Following direction from the Forward Pinellas Board, the Countywide Data Center Policy Working Group has been established to evaluate potential countywide planning approaches for standalone data centers. The Working Group will examine how different types of data centers operate, their infrastructure and land use considerations, and whether a coordinated countywide framework would benefit local governments as they consider future policy approaches.

The Working Group will build upon the findings of the Forward Pinellas Data Center Research Initiative and explore topics including data center classifications, land use compatibility, infrastructure considerations, utility demands, and potential Countywide Plan strategies. The goal is to better understand this evolving industry and provide recommendations that support informed, coordinated planning decisions throughout Pinellas County. The Working Group is expected to meet monthly from August through November 2026.
